What a town can ask for before the data center arrives

Meta says its infrastructure investments generated tax revenue that paid $50,000 teacher bonuses in Richland Parish. Its community commitments prompted a bargaining argument on Moonshots: towns hosting AI data centers should negotiate benefits, with Alex Wissner-Gross proposing “universal basic electricity.” The unresolved question is how to turn an attractive offer into lasting local gains.

Mark Zuckerberg’s announcement video had an unusual detail for a company statement about superintelligence: the teachers of Richland Parish. Extra tax revenue from Meta’s infrastructure investments had enabled $50,000 teacher bonuses, he said. Alongside its AI ambitions, the company was offering a picture of what hosting the computers could mean for the people living nearby.

The panel on Moonshots with Peter Diamandis treated that as an opening for a broader bargain. If AI companies need land, electricity and local infrastructure, what should communities ask for in return?

The offer on the table

Data centers house the computers that train and run AI systems. Those computers need electricity and cooling, making power and water infrastructure part of the local bargain—not just the buildings and jobs.

In its August 10 announcement, Meta describes several kinds of community benefit. The teacher bonuses are a reported outcome: the company says its investments increased tax revenue, which enabled the payments. They are not described as checks Meta wrote directly to teachers.

Meta also says it has launched America’s Workforce Academy, offering free trades training and guaranteed jobs near its infrastructure projects. Its newly announced Future Is For Everyone Fund is intended to support teachers, first responders, energy and water infrastructure, and other community needs. The company also reiterates a goal of restoring more water than its facilities use in relevant watersheds by 2030.

These commitments are at different stages. Meta reports that the bonuses have been paid and the academy launched; the fund’s future spending and the 2030 water target are still promises of benefits to come. Launching a training program does not yet tell a town how many residents will complete it or get jobs. A water-restoration target does not describe an outcome already achieved.

The panel wanted other infrastructure builders to make similar offers. One speaker imagined residents saying, “please build in my backyard. I want the benefits”—more jobs and better-resourced schools. There was an aesthetic request, too: stop building big black boxes and make data centers look more like cathedrals than eyesores.

The counter-offer: cheaper electricity

The discussion soon moved from what companies might volunteer to what municipalities could demand. One panelist called the community pitch “a power move,” with the pun built in: a developer needs power to make the project happen.

The panel’s proposed bargain was concrete. Developers should build energy production, help make electricity cheaper in the host city and contribute to schools and libraries. Rather than asking residents to welcome a facility because AI will benefit humanity eventually, give them benefits they can see in their bills and public services.

Alex Wissner-Gross aimed that argument at municipal and state officials inclined to reject projects. “Instead, why don’t you ask for concessions?” he asked. His suggestion was “UBI or universal basic electricity for all of your constituents”—cash support or an electricity benefit—rather than pushing computing infrastructure elsewhere, including into space, a recurring theme of the episode.

Universal basic electricity remained a proposal in the conversation, not a worked-out agreement. Wissner-Gross did not specify how much power residents would receive, who would pay, how long the benefit would last or how a town could enforce it. Nor did the panel identify a municipality that had secured such a deal.

Those unanswered details are the difference between an appealing phrase and a household benefit. Would residents receive a bill credit or an allocation of electricity? Would it continue throughout the facility’s operating life? How would the arrangement pay for new infrastructure without shifting costs onto other customers? The panel supplied the negotiating objective—cheaper power for the host community—but not the terms.

The worker-level version of the bargain

Later, a listener asked how people in skilled trades such as plumbing could use AI to their advantage. Dave Blundin’s answer was that the question aimed too narrowly.

Yes, he said, tradespeople could use AI for scheduling and organizing their day. But he expected the larger opportunity to come from building the infrastructure itself. He said he thought Elon Musk had been offering two to three times normal salary to people willing to go to Tennessee to work on Colossus, the AI computing cluster. That was Blundin’s account of an offer, not a published wage schedule.

His advice was to seek projects where the pressure to finish was greatest. He pointed to Crusoe’s development in Abilene as the kind of opportunity to look for: “Go to where the urgency is insanely high.” In his view, developers’ need to build quickly gives skilled workers bargaining power.

Set beside Meta’s workforce academy, that suggests two routes into the buildout: training linked to a promised job, and existing skills that an employer urgently needs. Neither account establishes how long a particular job or wage premium will last.

A town faces a similar question on a longer timescale. Meta’s reported teacher bonuses offer a concrete example of local gains. The panel’s electricity proposal asks whether residents could receive a continuing benefit as well. For officials considering a project, the next questions are practical: what will households receive, for how long, and what happens if the promised benefit does not arrive?
